MANISH MARDIA, P.E.
President and Principle-In-Charge (PIC)

Mr. Manish Mardia, P.E., is a Louisiana registered Professional Engineer in Louisiana and Mississippi with more than 25 years of experience in drainage design, environmental engineering, civil engineering, planning, water, and sewer projects. Mr. Mardia has published several papers and was presented with the President's Award for Excellence by Brigadier General Robert Crear, President of the Mississippi River Commission, for his numerous satisfactory project management services to the US Army Corps of Engineers.  His expertise includes design, construction and management of municipal wastewater treatment facilities, stormwater hydraulic modeling, drainage master planning and drainage pump stations, study and management of infiltration and inflow of stormwater into wastewater collection systems, environmental site assessments, grant and loan funding applications, and environmental permitting and project management. He has extensive intimate knowledge on the infrastructure of Orleans Parish, Jefferson Parish, St. Tammany Parish, St. Charles Parish, St. Bernard Parish, and Ascension Parish. Along with engineering know how, Mr. Mardia has also acquired close familiarity with the myriad governmental funding programs dealing with regular planning work (US EPA, STAG, COE Section 219, WRDA, PRP, etc.), as well as with post-emergency damage restoration work (FEMA, GOHSEP/LRA, HUD/CDBG).  Mr. Mardia is an active member of the  American Society of Civil Engineers (ASCE), the Society of American Military Engineers (SAME), and the Louisiana Engineering Society (LES).

JIM WILSON, P.E., LEED AP
Vice President

Mr. Jim Wilson is a senior civil/drainage engineer with over 25 years of experience in the public sector, successfully designing and managing drainage, sewerage, roadway, waterlines, and site development projects in multiple jurisdictions of Louisiana and Texas.  Mr. Wilson has developed an excellent working relationship with many of the local authorities having jurisdiction (AHJ) over the features, utilities, properties and regulatory requirements in Jefferson Parish, Kenner, Slidell and Ascension Parish, such as U.S. Army Corps of Engineers, Coastal Protection & Restoration Authority of Louisiana (CPRA), LDEQ, LDNR Office of Coastal Management, U.S. Coast Guard, and the East Jefferson Levee District (EJLD).  He is also experienced in master planning, wetland mitigation planning, streetscape planning, and permitting. Mr. Wilson is an active member of the American society of Civil Engineers (ASCE), the American Public Works Association, and ACEC.​

JOSHUA CARSON
Project Manager and Business Development Manager

 
Mr. Carson is a Project Manager/Business Development Manager at MSMM Engineering, LLC in New Orleans, LA.  Mr. Carson graduated with a bachelor’s degree in Biology from Baldwin-Wallace University in Berea, Ohio in 2007 and earned his Master’s in Environmental Policy from Johns Hopkins University in 2012. At MSMM, he is responsible for managing the day-to-day activities of the engineering and project management team, while also providing business development and client interaction for MSMM’s Federal services and non-Federal Louisiana clients. He has worked in the consulting industry since 2007, specializing in the management of large-scale ecosystem restoration and drainage improvement projects. Prior to joining MSMM, Mr. Carson served as an in-house consultant at the U.S. Army Corps of Engineers New Orleans District where he executed the $3 Million feasibility study for the Mississippi River Gulf-Outlet (MRGO Ecosystem Restoration Plan), which resulted in a congressionally approved ecosystem restoration plan that identified $2.9 billion in potential projects. During his five year stint providing consulting management at USACE, he led multiple navigation, flood risk reduction and habitat restoration projects that were congressionally approved and are currently in construction. Prior to his role as a consultant at the New Orleans District of USACE, Mr. Carson served as an emergency manager for a national engineering firm, responsible for allocating resources for natural disasters. He currently leads MSMM’s operations for the Army Corps of Engineers at the Fort Worth and New Orleans Districts.

​DR. MARTY TITTLEBAUM, P.E.
Senior Engineer

Dr. Marty Tittlebaum, past Edward G. Schlieder Chair for Urban Waste Management and Research and Professor of Civil and Environmental Engineering, possesses expertise in the areas of hazardous and industrial waste remediation, environmental permitting and environmental engineering research and project management, water and wastewater treatment and reuse, resource recovery, and hazardous waste management. Dr. Tittlebaum has received over $8M in state, national and international research funding, written over 75 refereed technical journal articles and been an invited lecturer of over 100 papers. Dr. Tittlebaum has served on several technical advisory panels, including the U.S. Corps of Engineers hazardous waste evaluation program.

​​SCOTT CHEHARDY, P.E.
Senior Engineer

Mr. Scott Chehardy is a senior civil engineer with over 23 years of experience designing and managing engineering projects throughout South Louisiana.  Mr. Chehardy’s experience is wide ranging and includes design of water and sewage treatment plants, sewage and drainage pump stations, water distribution systems, sewage collection systems and stormwater collection.  Mr. Chehardy additionally has experience with roadway and street design, hydraulic evaluation, water and sewer systems modeling, permitting and construction administration. Mr. Chehardy is considered a drainage expert, having been involved in some of the most complex drainage pump stations in the New Orleans area following Hurricane Katrina.

BYRON WHIDDON
Accounting and Marketing 

Byron Whiddon currently manages and performs all accounting and marketing aspects for MSMM Engineering, LLC, along with assisting in office administration tasks of the organization. He is experienced as staff accountant, finance analyst, claims analyst, field surveyor supervisor, and marketing manager. Previously, Mr. Whiddon worked in public accounting with clients in a diverse group of industries where he obtained extensive accounting knowledge. Mr. Whiddon assisted with processing vendor claims for the British Petroleum (BP) oil spill where he expanded his audit experience. Before embarking on his accounting career, Mr. Whiddon traveled the United States extensively for the country’s largest marketing research firm. As a marketing manager for a local catalog firm, he excelled in creation of publication materials. Former working environments range from a small business atmosphere to the global corporate stage. 

TOM WILLIS, P.E., MBA
Senior Civil and Environmental Engineer 

Mr. Willis has over 30 years of civil and environmental engineering experience.  His expertise includes construction bidding and specification preparation, environmental engineering design and construction, value engineering studies, project management services, environmental permitting, feasibility studies, flood studies, bridge hydraulics analyses, and highway drainage design projects.
